Medical contract packaging is the outsourced packaging of medical devices, pharmaceuticals and healthcare products, from sterile barrier pouches and blister packs to kitting, labelling and serialisation. It is one area where outsourcing is often genuinely necessary, because the regulatory and cleanroom requirements are hard to build in-house. But not every part of medical packaging needs a contract packer, and knowing which parts you can control yourself, with the right validated materials, keeps cost and lead time down. This guide explains what medical contract packaging involves and where in-house packaging fits.

What medical contract packaging involves

  • Primary and sterile barrier packaging: forming and sealing the sterile pouch, tray or blister that maintains sterility to the point of use. Often done in a controlled environment and followed by sterilisation validation.
  • Blister and strip packaging: unit-dose packaging for tablets and capsules, with child-resistant or calendar features.
  • Secondary packaging: cartoning, leaflet insertion, labelling and tamper-evidence.
  • Kitting and assembly: combining devices, consumables and documentation into procedure packs.
  • Serialisation and traceability: unique identifiers and aggregation for regulated supply chains.
  • Cold-chain packaging: qualified insulated systems for temperature-sensitive products.

Why it is usually outsourced

  • Regulation. Therapeutic goods must meet TGA requirements; device packaging typically follows ISO 11607 for sterile barrier systems, within an ISO 13485 quality system.
  • Controlled environments. Cleanrooms and validated sealing equipment are expensive to build and maintain.
  • Validation burden. Packaging processes, seal strength and sterilisation compatibility all require documented validation.
  • Low, variable volume. Many device lines do not justify owned equipment.

For the sterile barrier and blister steps, these reasons are compelling. A validated contract packer is the right choice.

Where in-house packaging still fits

Not every healthcare product is sterile, and not every step needs a cleanroom. Businesses commonly keep in-house:

  • Secondary cartoning and labelling of non-sterile products, within their quality system.
  • Kitting of non-sterile consumables and documentation.
  • Distribution packaging: right-sized shipping cartons, protective packaging and cold-chain shippers.
  • Tamper-evidence applied as part of the carton seal.

Getting these right in-house reduces how much you hand to a contract packer and keeps control of cost and turnaround. The choice for each step is the same one covered in contract packing versus smart in-house packaging: outsource where equipment and compliance genuinely exceed what you can run, keep and optimise the rest.

How Carewell Group helps

Carewell Group is an Australian packaging manufacturer and supplier, certified to ISO 9001, ISO 14001 and ISO 45001 and an APCO member. We are not a medical contract packer and we do not perform sterile filling or assembly. Where we support healthcare businesses is the packaging materials and distribution packaging around the regulated steps:

  • Right-sized shipping cartons, protective packaging and void fill for finished medical goods.
  • Cold-chain insulated shippers and coolant for temperature-sensitive distribution.
  • Tamper-evident tape and labels, and water activated tape for secure, evidenced carton seals.

Frequently asked questions

What is medical contract packaging?
The outsourced packaging of medical devices, pharmaceuticals and healthcare products, covering sterile barrier packaging, blister and strip packs, cartoning, labelling, kitting, serialisation and cold-chain packaging.

Which standards apply?
TGA requirements for therapeutic goods, ISO 11607 for sterile barrier systems, and an ISO 13485 quality management system for device packaging operations.

Can any medical packaging be done in-house?
Yes. Secondary cartoning and labelling of non-sterile products, kitting of non-sterile consumables, tamper-evidence and distribution packaging are commonly kept in-house within a quality system. Sterile barrier and blister packaging generally need a validated contract packer.

Does Carewell do medical contract packaging?
No. Carewell supplies packaging materials and distribution packaging, cartons, protective packaging, cold-chain shippers, tamper-evident tape and labels. We do not perform sterile filling or assembly.
